Dan Doherty was admitted to practice law in Maryland in 1972, and has been a registered lobbyist in Maryland for over 30 years. He was a Special Assistant Attorney General in the Office of the Attorney General of Maryland, and a civil litigation attorney and lobbyist for a major Baltimore law firm. Since 1982 he has been a principal, litigation attorney and lobbyist for several law firms, most recently in The Law Offices of Daniel T. Doherty, Jr. Since 1999 Dan has limited his practice primarily to the representation of clients before the Maryland General Assembly, as well as the various state agencies that affect the interests and business of his clients.

Fran Doherty brings experience in organizing and managing political campaigns, and over 25 years of legislative and regulatory lobbying experience to the firm. She served for 8 years as the Director of Governmental and Public Affairs for the Maryland Department of Health and Mental Hygiene. In 1987 Fran became Blue Cross and Blue Shield of Maryland’s liaison and lobbyist with federal, state and local elected officials. As Care First’s Vice President of Government Affairs she was responsible for presenting the company’s position on legislative issues in Maryland, the District of Columbia, Virginia, and with the Maryland Congressional Delegation.
